E, NO, non c'entra nulla l'attacco DDoS a Canonical ma sospetto qualcosa relativo al nuovo APT 3.3 in quanto su resolute nessun problema, ecco l'errore:

Edit scusa visto apt 3.3 è nei proposed.

Il problema non era propriamente apt ma un pacchetto (sqv) collegato al nuovo apt, retrocesso apt alla 3.2.0 e rimosso sqv tutto ok, conisglio di non installare apt 3.3 per ora (sempre che non lo facciano passare in main ovviamente...)
