Il file /lib/udev/rules.d/60-libsane.rules nella 18.04 LTS non c'è.

io ho fatto l'avanzamento di versione da terminale e lo trovo
/lib/udev/rules.d/60-libsane.rules

OK! esatto con l'avanzamento i files della vecchia impostazione rimangono.

mi sa che si e' disinstallato da solo.sai chee ritornerei alla 16.04.oppure fare una installazione pulita di questa,ma vedo troppi problemi di stampanti e scanner

ora sono messo cosi',simple scan aveva cominciato a scanerizzare ma crasha poi dice che non trova lo scanner

Se simple scan ha rilevato lo scanner, ci sarà da configurare qualche file.

Da terminale postami questi comandi con la multifunzione Brother accesa:
